Marcine Osborn has over twenty-five years experience in the fields of fiscal, financial and economic analysis; urban and regional planning; project management; demography, environmental impact studies; geography and consumer and small business market research. She has extensive knowledge of demographic data sources, ranging from the U.S. Census to available local information.

Since joining Stanley R. Hoffman Associates in February 1989, Ms. Osborn has managed the company's operations in Northern California. She has worked on a variety of disciplines in the company's planning projects including fiscal analyses, general plan programs, development projects, economic impact evaluations, annexation analyses and development fee studies throughout California.
