Stanley R. Hoffman, FAICP
Stanley R. Hoffman has over thirty five years experience in the fields of economic and demographic analysis, land use projections, fiscal and financial studies, annexations, real estate market research and computer-based financial modeling. He has managed major programs in both the public and private sectors, involving numerous presentations before political, academic and professional audiences. Mr. Hoffman established his firm in January 1981 and incorporated in 1984. He has extensive experience in preparing fiscal and financial studies for residential, retail and office/hotel projects. These studies are typically prepared for cities, counties or private developers. He has assisted clients in establishing Mello-Roos Community Facilities Districts and special assessment districts that cover a wide range of land development and phasing patterns and public facilities, including transportation, streetscapes, drainage, wastewater, fire equipment and stations and other infrastructure. He is responsible for the company's copyrighted fiscal impact models being utilized in cities and counties in California. The models are tailored to the unique characteristics of each jurisdiction and are designed to project revenues and costs associated with future development under specific assumptions about land use, phasing and infrastructure requirements.
